

In the old publishing world, you had to have one of two things. Either you had the money and time to set up your own publishing company, or you had the luck it took to get your manuscript picked up by one of the "Big Boys".
However, the world is changing, and with technology on our side, the cost of publishing a book both traditionally and as an e-book has dropped significantly. Web 2.0 is a nickname given to the movement on the web towards social applications - websites which allow the users to create and direct the content and experience of a site. Publishing 2.0 is the same - it is a movement in the publishing industry to let the average person have their voice heard, and have their ideas, innovations, and creations displayed right next to the authors that are still being published by the major houses, therefore leveling the playing field in the publishing industry and bringing the voice of the average person into the mix.
Publishing 2.0 is a movement away from "Financial Censorship" (i.e. only those with money can actually publish books, so they get to decide what gets published) to a free market, where anyone and everyone has the opportunity to have their book published and distributed both online and off, and the public gets to decide what succeeds and what fails.
